Shanghai is not alone. China's southern province of Guangdong has announced plans requiring broadcasters to get special permission to use the Cantonese dialect in programs from March 1, causing a storm of controversy.

But there are signs that Shanghai's residents will not give up on their language that easily.

Shanghai comedian Zhou Libo has helped revitalise interest in the dialect with his witty routines, which often mock outsiders.

"The weakening of dialects means the weakening of local culture. Why must our children speak (Mandarin) Chinese? Shanghai people who cannot speak the Shanghai dialect. What stupidity!" he said on a talk show.

City buses have recently introduced announcements in Shanghainese, and there are plans for the metro system to follow suit to cater to older people, especially those with no formal education, who do not understand Mandarin.

Shanghai Airlines has just added an announcement about the city's attractions to market the unique features of Shanghai. But the airline had to train young flight attendants to pronounce the words.

Not long after the Communist Party took power in 1949, it made Mandarin Chinese the official language to promote unity.

The government has been unable to stamp out local dialects, but it has discouraged their use, barring them from the classroom in most cases.

Although millions of people ? mainly those aged from their 40s ? still speak the Shanghai dialect, the version Qian heard in the 1980s is now found only in the mouths of elderly people and in the city's distant suburbs.

Qian, 66, laments the disappearance of words and changes in pronunciation as Shanghainese borrows from dominant Mandarin.

"As soon as the sounds combine, a group of words change," he said.

Also lost to time are colourful curse words like "corpse floating on the river" and "ghost of an executed criminal" which were once common insults in the Shanghai dialect.

In the 1990s, the local government pulled radio and television broadcasts using the Shanghai dialect as part of a national campaign.

A popular Shanghai radio show "A Fu Gen" which featured discussions of current events was among the victims.

Xiao Ling, a host for the show, struggled for 10 years before a sympathetic official revived the program.

Xiao is one of only two hosts at the radio station who have formal broadcast training in the Shanghai dialect.

Last year, the program was forced to hold open auditions to find candidates with Shanghai language skills to fill open positions.

"My colleagues joke that we are giant pandas," said Xiao.

Shanghai's prestigious Tongji University organized a voluntary class in the dialect, after finding student volunteers were unable to communicate with elderly Shanghai people, teaching basic phrases like "nong hao" (hello).

Tongji also offers a class for foreign students.

"We thought it was good to have people from outside the organization and even outside the school to join the class," organiser Shen Yiwen said.

As a professional fundraiser, I find the challenges associated with my field an incredibly interesting topic. There are numerous inherent challenges: competition with other non-profit organizations for the same donors; alumni/donor indifference; engaging donors in the university; economic difficulties; leadership changes at the institution; etc. I have previously examined how leadership change affected charitable giving at DePaul University. I now wish to examine how economic instability affects charitable giving from alumni, friends, corporations, and foundations to DePaul University.

Given the recent and ongoing downward trend of the economy, this subject is one that non-profit organizations are monitoring closely. The fluctuation of the stock market affects institutions in two main ways: first, if the institution has an endowment, it will see the value of that endowment rise and fall with the upward and downward trends of the Dow Jones, S&P 500, and the NASDAQ. Second, donorsbe they foundations, alumni, or friendswith significant investments may be hesitant to make a major contribution to a non-profit given the constant up and down of their stock portfolio.

The independent variable in this research project is economic instability and the dependent variable is charitable giving. Economic instability, for the purpose of this research project, is defined as a measurable decline in the three main stock markets in the United States: the Dow Jones; S&P 500; and NASDAQ. Additionally, unemployment figures will be taken into account when determining a period of economic instability, or recession. The indicators of economic instability that will guide this research will be unemployment figures (both national and state); Dow Jones Industrial Average, S&P 500, and NASDAQ index variations over a period of five years. Charitable giving is defined, for this purpose, as making a contribution to DePaul University, in the form of monies, stocks, or annuities, to support any of the university's schools, colleges, initiatives, buildings, or programs. The time period being analyzed is fiscal years 2007-2009 (July 1-June 30).

This research project defines the university as encompassing each of its campuses, schools and colleges, and programs. Alumni of the university are individuals who received a Bachelor's, Master's, Juris Doctor, Doctorate, LL.M., or other terminal degree. Friends of the university are defined as individuals not linked to the university by a degree but who have made a charitable contribution to any of the university's schools, colleges, initiatives, or programs in the past or presently do so. Corporations are defined as a commercial organization that has donated or donates funds to the university. A foundation is defined as a private foundation listed as a 501 c 3 that has a charitable giving mission and has donated or donates to the university.

The hypothesis guiding this research project is: If there is economic instability, then charitable giving from alumni, friends, corporations, and foundations to DePaul University will be negatively affected. To simplify, an economic downturn will result in decreased charitable donations to DePaul University.

Literature Review

The literature on fund-raising challenges is typically found in industry journals, magazines or newspapers. While fund-raising successes of various non-profit organizations, especially higher education institutions and museums, can be found in everyday newspapers and magazines such as the Chicago Tribune or Crain's Chicago Business, there is often little detail or context to fully understand how or why a particular initiative succeeded. The articles often simply state the facts- dollars raised, largest gifts, etc.

Similarly, when there is something affecting several non-profit organizations, such as an economic boom or economic instability, daily newspapers carry stories detailing how these organizations are affected, whether positively or negatively. A recent article in the Chronicle of Higher Education noted that "in the past 12 months, the amount of money raised by a dozen of the colleges engaged in higher education's biggest fund-raising campaigns fell 32 percent from the year before" (Masterson, et.al. A1: 2009). USA Today ran a story in October 2006 stating that "stock market performance has been closely correlated with charitable giving" (Block 1B: 2006). The article further declares that "charitable giving rose sharply in the '90s, then dropped off as the market sank" (Block 1B: 2006). As noted in John Pulley's article in the Chronicle of Higher Education, during the late '90s, "colleges achieved ambitious campaign goals ahead of schedule, raised those goals, and then raised them yet again" (Pulley A29: 2003). However, "the best of times collapsed into the worst the bursting stock-market bubble news that the economy was in recession" (Pulley A29: 2003) followed quickly.

Periods of recession, stock market losses, and other conflicts on a national or international scale make a fund-raising far more challenging than it typically is. Research has been conducted at the Center on Philanthropy at Indiana University, which notes that "a typical recession causes charitable giving to decline between 1 and 3 percent" (Fagan A01: 2008). Patrick Rooney, director of Research at the Center on Philanthropy also notes that "anecdotal evidence from various groups shows that economic pressures from rising gas and food prices, tightening credit and lagging job growth are eroding peoples' philanthropic capabilities" (Fagan A01: 2008). People are more cautious when making donations while the economy is in a precarious position

As noted in the article "Giving to Colleges Reaches a Plateau", Audrey Williams June quotes Ann E. Kaplan as saying, "The economy has gotten better, but not to the point where people feel they are out of the woods in any sector" (June A25: 2004). Donors are often reluctant to commit to a significant gift due to the downturn of the stock market, or their perceived diminished capacity to make such a gift. Many fund-raisers like Vince A. Sales have heard something like "Let's see what happens in the stock market - try me again in six months" (Gose A29: 2003) from donors. Economic instability makes people nervous and unwilling to part with their money for fear of losing it all. This is a very real problem facing donors and universities alike.

Typically, the non-profit organizations that suffer the most during such periods of economic instability are small social service organizations. Colleges and universities tend to continue receiving contributions and they also "have fat endowments" (Pfeiffer C1: 2008) from which they can continue operating. This is a generalization; some universities, like Harvard, do have enormous endowments. Harvard University could theoretically stop collecting tuition and still never suffer financially. On the other hand, some universities have a need to grow their endowment. In a 2004 Tribune article, then recently elected president of DePaul University, Rev. Dennis Holtschneider, C.M., stated that "A university can't leap toward greatness without a strong endowment. To make great things happen you have to have a strong endowment" (Becker A1). A large endowment lessens the institution's dependence on tuition income.

However, "research shows that hefty gifts by wealthy benefactors to museums, hospitals, and universities continue during recessions" (Pfeiffer C1: 2008). The smaller organizations, which rely on contributions from middle-class donors, are more vulnerable. Maj. Hood of the Salvation Army noted that "used good donations are down as much as 20 percent while thrift store sales are up 2 or 3 percent" (Fagan A01: 2008). This fact demonstrates the decrease in contributions being made, along with the increase in services offered by the same organization.

Although it seems that some organizations are anticipating or have already experienced a decrease in their charitable donations, according to the Foundation Center, "the economic turmoil that has caused trouble for some foundation investments does not appear to have had any major effect on giving plans for this year" (Barton 18: 2008). The Chronicle of Philanthropy reported that the Foundation Center surveyed "1,240 foundations and examined year-end economic indicators" (Barton 18: 2008) from which it drew its conclusions. The large foundations that contribute the greatest amount of money to non-profit organizations and institutions are, in fact, likely to increase giving in 2008 (Barton 18: 2008). This is due to an increase in foundation assets.

Methodology

In researching how economic instability affects charitable giving at DePaul University, I plan to randomly sample from the population of donors that are present within the university's donor database. Each alumnus, friend, corporation, and foundation has a unique identification number in the database. These numbers follow no discernable pattern. I will analyze the giving records of random alumni, friends, corporations, and foundations, providing they have a consistent giving record over three fiscal years being examined. The level of their giving is insignificant; rather, I am looking, for example, to see if an individual who contributes $1,000 in the years 2004-2008 suddenly decreased his annual contribution to $500.

In analyzing the donor information, I will breakdown the giving monthly, tracking the amount of gifts that came in each month over the course of the three fiscal years. I will also track major gift (gift requests of $25,000 and above) solicitations and analyze the rate of major gifts received over the three-year period. I will utilize the various tools of the university's donor database, while maintaining the integrity and confidentiality of the records.

DePaul University has a donor database of well over 100,000 individuals and organizations. To ensure the records used as part of this project are selected randomly, standard sampling protocol is used to gather as many records as possible to represent a broad spectrum of donors to the university. The primary criteria for a donor record to be included in the project are as follows:

• The donor has made a gift in each of the three fiscal years (2007, 2008, 2009) that are part of this research project;
• The donor record is active- meaning, if the record is of an individual, he or she is alive or if it is of a corporation or foundation, it is not defunct;
• The donor may have had contact with an individual from the Office of Advancement; and
• The donor may have been solicited for a major gift.

I believe this method of research design will prove to have been the most effective in understanding the effects of economic instability on charitable giving at DePaul University for a few reasons. First, I will be gathering quantifiable data and anecdotal information. Together, the information paints a more detailed picture of the reasons why people and organizations may feel the need to donate less to an organization during a period of economic instability. I want to understand beyond the numbers- to gain some small amount of insight into the motivations people have when making a gift to a non-profit institution and what factors may affect that choice.

Additionally, I plan to interview practicing fundraisers working at DePaul University to gain their perspective on the effects of the economy and how it relates to their success. I will design a similar survey for the fundraisers asking similar questions. A couple of the questions are below.

MINEOLA, N.Y. (CBSNewYork) ? Seven former and current students of a prestigious Long Island high school were arrested Tuesday in an alleged SAT cheating ring.

Nassau County District Attorney Kathleen Rice announced that six Great Neck North High School students had paid 19-year-old Samuel Eshaghoff thousands of dollars to take the SAT for them.

Eshaghoff apparently also took the test at no charge for a female student.

FARMINGDALE, N.Y. ? A security firm run by the former director of the FBI has been retained to review security ? and will recommend changes ? on standardized testing procedures following an SAT cheating scandal on New York?s Long Island, officials with the nonprofit organizations behind the tests said Tuesday.

The officials from The College Board and Educational Testing Service made the announcement at a hearing of the New York state Senate?s subcommittee on higher education. The ETS administers the SAT on behalf of the Princeton, N.J.-based College Board.

Sen. Kenneth LaValle, the subcommittee chairman, convened the hearing after seven current or former students at Great Neck North High School were arrested last month. Authorities said six of the students had an older college student who had attended the high school take their exams in their place in a quest for better scores.

The scandal surfaced when teachers at the school heard rumors of the scheme earlier this year and found that some of the student scores were far better than their high school grades had been previously.

LaValle and others have questioned test security procedures in the wake of the scandal, particularly focusing on the allegation that the accused impersonator, 19-year-old Samuel Eshaghoff, allegedly posed as a female during one of the tests. Eshaghoff also is accused of accepting payments of up to ,500 for taking the tests. He and the other six, who are accused of misdemeanors, have all pleaded not guilty.

LaValle noted in remarks at the start of the hearing that there is increasing pressure on students to perform well on the tests, which are used by many universities as criteria for admission.

"Education is critically important," LaValle said. "It gives one a ticket to their success. This committee and our legislature and our society cannot tolerate where one group of students play by different rules that give them an advantage over other students. Sadly, the losers in this are the honest, hard-working students who play by the rules."

He said he will introduce legislation early next year to change existing laws that sometimes prevent the College Board or ETS from notifying schools when allegations of cheating have been confirmed.

Nassau County District Attorney Kathleen Rice, who filed criminal charges in the Great Neck case, said her investigation has widened to other high schools ? both public and private schools ? and more arrests are expected. She was initially expected to testify at the hearing, but withdrew because of potential conflicts with the ongoing investigation.

Former West Virginia Gov. Gaston Caperton, who is now the president of The College Board, said the cheating scandal has prompted an international review of security testing procedures. He said Freeh Group International Solutions, LLC, which was founded by former FBI director Louis J. Freeh, has been retained to assist with security concerns.

Caperton insisted that impostors taking SATs for another student is a rarity. He said security changes being considered include a review of what would be acceptable ID information and possibly using digital photography at testing sites. He did not provide a timetable for when Freeh?s company would make recommendations, but appeared willing to accede to whatever changes are suggested.

LaValle sought assurances that the cost of any security upgrades not be passed along to students taking the test. Caperton?s spokesman, Peter Kauffmann, said it is too early to know whether additional costs would be incurred.

The College Board, which charges for the test, has faced criticism from some educators over fees. This year it says it granted fee waivers to 350,000 students ? an increase of 77 percent in the last four years ? because of the weak economy.

Bernard Kaplan, the principal at Great Neck North, criticized the lack of security procedures employed by the College Board and ETS. But he said he could not answer questions, citing the ongoing prosecution case involving his school. He noted that Eshaghoff did not allegedly take the tests at Great Neck North, but went elsewhere so he wouldn?t be recognized. Some senators have questioned the effectiveness of allowing students to take the exam at locations other than at their own high schools; something that is currently permitted.

"Many, many educators have come to believe that the SATs are over used, over emphasized, and generally given much more credibility than they warrant," Kaplan said. "In fact, what SATs measure best is how well you will do on your next SATs."

Kaplan added: "Very simply, ETS has made it very easy to cheat, very difficult to get caught, and has failed to include schools in the process."

Another critic of standardized testing contended that more can be done to improve test security.

Bob Schaeffer of FairTest, said photos of all students should be taken when they arrive at a school to take the SAT, something that Caperton said is now being considered.

"As the Great Neck scandal demonstrates, the current level of security is inadequate," he said. "Savvy students can circumvent these minimal protections with relative ease, particularly by using modern technologies to forge identity cards, covertly copy exam materials, or secretly transmit correct answers."

George Clinton?s P-Funk Collective reached its commercial and conceptual height in 1976 with the release of the Parliament album "Mothership Connection" and a series of spectacular concert tours. However, as the band and their concept of funk grew, the organization became entangled in internal dissension, legal disputes, and creative exhaustion. "Atomic Dog" was the P-Funk Collective?s last single to reach #1 on the U.S. R&B chart. According to Clinton, most of the song?s lyrics were ad-libbed during the recording process. Although "Atomic Dog" is now regarded a classic in American popular music, and the rhythmic hook from "Atomic Dog" has been widely sampled by other musicians, it was held back from radio stations at first. George Clinton?s bad reputation in the industry, his political consciousness (as seen in his previous albums and recordings), and a general move towards more youthful-looking acts, kept his songs from being circulated on radio stations. Only after very strong sales was the song finally put on the air. The single "Atomic Dog" was released in December of 1982 and reached #1 on the R&B charts, but peaked at #101 on the pop chart. Insurance eligibility improves medical care: study | The Raw Story

NEW YORK (Reuters Health) ? A new study suggests young adults are more likely to get care and see a doctor when states extend the time they can stay on their parents? health insurance ? a measure also mandated by the 2010 federal health care law.

The laws are meant to help those over 18, who typically outgrow their parents? plans but have trouble getting full-time jobs with health coverage after high school.

The authors say even though people between 19 and 29 years old make up 17 percent of adults under age 65, they account for almost 30 percent of the uninsured.

?Ultimately, these state laws, and the provision within the Affordable Care Act (ACA), help provide secure footing just when these young people are starting off on their own,? said Dr. Alexander Blum, the study?s lead author and a health policy researcher at Mount Sinai School of Medicine in New York.

In September 2010, the federal government enacted a provision that allows young adults to stay on their parents? private insurance plans through age 26.

For their analysis, Blum and his colleagues looked at 19- to 23-year-olds living in states that passed laws extending their parents? coverage in 2005 or 2006, but did not include Massachusetts because it mandated health insurance.

Blum?s team used a national survey conducted by the Centers for Disease Control and Prevention (CDC) that asked about access to care.

In the years before the state laws? enactment ? 2002 to 2004 ? about 62 percent of the survey respondents could identify a primary doctor and about 77 percent had had a physical exam in the last two years.

A few years down the road ? in 2008 to 2009 ? the researchers observed modest improvements in those numbers to about 66 percent and 81 percent, respectively.

In the states that extended coverage, about 20 percent of the young adults reported during the earlier study period that they went without care due to cost. That number decreased to about 18 percent between 2008 and 2009.

Overall, those were modest improvements over states that did not pass laws extending coverage. And the number of young adults with insurance coverage rose about half a percentage point regardless of whether the state enacted a law or not.

Writing in the journal Pediatrics, Blum and his colleagues suggest this can be explained by the laws encouraging young adults to move to their parents? plans from less comprehensive coverage.

The authors cannot say for certain whether the differences were caused by the new state laws because the CDC?s survey did not ask whether the young adults were covered under their parents? plan.

Alan Monheit, a health policy researcher at the University of Medicine & Dentistry of New Jersey, told Reuters Health that despite limitations of the new study, he believes the insurance extension in the federal law will lead to visible benefits.

?I think that we will see an improvement in coverage with the ACA, and I think the reason is that the ACA now ropes in the self-insured plans,? said Monheit.

Self-insured plans are funded by employers and make up a large part of the U.S. health insurance market. The plans were typically exempt from the state laws that extended coverage to adult children, but are included under the federal law.

The inclusion of self-insured plans is just one of the differences between the state and federal laws, Blum?s team notes, and they are the reason the ACA?s impact will be much greater than that of the state laws.

?Even in the states that had a similar provision, they were much narrower,? agreed Sabrina Corlette, a health policy researcher at Georgetown University?s Health Policy Institute who was not involved in the new study.

Corlette told Reuters Health that many of the state laws limited their insurance extensions based on whether the young adult was a student or married. The federal law expanded coverage in those categories.

In December 2011, the CDC reported that 2.5 million Americans between 19 and 25 years old were able to get health insurance thanks to the ACA.

The U.S. Department of Health and Human Services said the provision increased the number of insured young adults in that age group to 73 percent in June, from 64 percent.

TEGUCIGALPA, Honduras (AP) ? As workers cleaned up the rubble of the century's deadliest prison fire, a collective rage built among relatives who gathered at the morgue and said the official explanation of a mattress fire was absurd.

Details of the investigation remained thin, and mystery swirled around the possible cause, from a crazed inmate who set fire to his bedding to rumors that gas cans were found inside and that guards deliberately set the blaze, whose death toll rose to 356 when a 31-year-old prisoner died in a hospital early Friday.

Family members said guards fired on prisoners to keep them from fleeing the flames, though guards and firefighters said they were shots in the air to summon help and to respond to what they thought was a prison break.

The attorney general's office said it was investigating all angles.

"It's impossible to believe that prisoners set the fire themselves when they too were going to die," said Felix Armando Cardona, 56, whose son, Luis Armando Cardona, 28, died in the blaze that broke out in Comayagua prison late Tuesday night.

In Geneva, the U.N.'s human rights office said Friday that an independent probe is needed and that Honduras must prevent a recurrence since it was the third fatal prison fire in a Honduran prison in a decade.

From the time firefighters received a call at 10:59 p.m., what should have been a rescue became a catastrophe.

Only six guards were on duty, four in towers overlooking the prison and two overseeing 852 people crowded into a facility built for half that number. Some 57 percent had yet to be convicted, either awaiting trial or being held as suspected gang members, according to a government report.

Survivors said they watched helplessly as the guard who had the keys fled without unlocking their cells.

"He threw the keys on the floor in panic," said Hector Daniel Martinez, who was being held as a homicide suspect.

Martinez said an inmate who was not locked in because he also worked as a nurse picked up the keys and, braving the scorching heat, went from one cell block to another, opening doors.

"He went into the flames and started breaking the locks," said Jose Enrique Guevara, who was five years into an 11-year sentence for auto theft. "He saved us, I tell you."

About 100 relatives of the presumed dead gathered in tight knots outside a barricade manned by police and soldiers at the Tegucigalpa morgue, their faces etched in pain as they waited for a public address system to call the name of the latest identified victim.

Family of the few victims identified by late Thursday were escorted to a cinderblock building where Red Cross workers in white suits unloaded black plastic body bags arriving from the prison farm about 55 miles (90 kilometers) away.

Most wore surgical masks to ward off the heavy scent of decaying bodies. Loads of cheap brown wooden caskets pulled up aboard pickup trucks, apparently donated.

Prosecutors' spokesman Melvin Duarte said 25 forensic examiners were working around the clock, starting with the few bodies that weren't too charred to have finger prints.

Prisoners who survived unscathed or suffered only minor injuries remained inside the prison. Those with more serious injuries were taken to hospitals and were trickling back Thursday. Some were being treated inside by the nurse credited with saving many lives.

Miguel Angel Lopez, a guard on duty inside the prison, said he called the fire brigade as soon as he saw the blaze, but it took firefighters 30 minutes to get inside.

Fire officials told The Associated Press they were blocked from entering the prison for half an hour by guards who thought they had a riot or breakout on their hands.

Relatives are suspicious because Honduras has been the site of two other major prison fires, in 2003 and 2004, that killed a total of 176 inmates. Government officials were convicted of wrongdoing in the 2003 blaze, which investigators blamed on the guards.

Prison officials and the governor of Comayagua province originally said the fire was started by an inmate who screamed he was going to burn the place down in a cell phone call to the governor, Paola Castro.

On Thursday Castro said the call was actually a message from someone reporting the fire and that she accidentally erased it.

Officials then said prisoners told investigators that the fire started with a fight inside a prison barracks over a mattress.

One prisoner threatened to burn the mattress if the other didn't hand it over, said Elver Madrid, director of intelligence for Honduran national police. Madrid said his office currently considered that to be the most credible scenario.

"They're assassins," said Pedro Mejia, a weather-beaten, straw-hatted farmer whose son, Carlos David Mejia, died in Comayagua. His son had been there for six months while awaiting trial for the attempted robbery of a welding machine.

The U.S. State Department has criticized the Honduran government for harsh prison conditions, citing severe overcrowding, malnutrition, and lack of adequate sanitation.

The Inter American Court on Humans Rights issued a report in 2006 recommending measures to avoid prison overcrowding and training and equipment to deal with emergencies and evacuations after the fires in 2003 and 2004. It issued another critical report in 2010 noting that none of the changes had been made.

The State Department said it was sending Bureau of Alcohol, Tobacco, Firearms and Explosives investigators to Honduras. The team will include forensic chemists, explosives enforcement officers and dogs that can sniff out explosives and accelerants.

Howard Berman, then-chairman of the U.S. House Committee on Foreign Affairs, questioned U.S. aid to Honduras last fall, saying human rights abuses involving security forces had "reached a distressing pitch."

"The most chilling aspect of this rather gruesome set of problems is that U.S. government assistance is flowing into the thick of it," Berman wrote to Secretary of State Hillary Rodham Clinton.
