Journal News excerpt from Latimer mailer prompts war of words ...

An excerpt from a 2010 Journal News article is used in a new, pro-George Latimer mailer funded by Senate Democrats that is now heading to Westchester County homes. The quote points out that the Rye Assemblyman ?favors a tax cap and relief from state mandates.?

It doesn?t mention, however, a seemingly pertinent piece of information: Latimer voted against the state?s 2 percent property-tax cap in 2011.

Latimer, a Democratic Assemblyman now running for state Senate, opposed the bill that created the now-implemented tax cap, explaining at the time (and ever since) that he didn?t believe enough was done concurrently to free local government?s from state-mandated costs, such as Medicaid payments.

The campaign of Latimer?s Republican opponent, New Rochelle developer Bob Cohen, pounced on the mailer.

?I have never seen such a blatantly dishonest mailer in my career,? Cohen spokesman Bill O?Reilly said in a statement.

Senate Democrats, however, defended the mailer and said the use of The Journal News excerpt was not misleading, noting that Latimer has consistently spoken out on the need to pair the property-tax limit with meaningful relief for local governments.

Latimer released a web video on his position on the tax cap last week, in which he quotes Westchester County Executive Rob Astorino (ironically, also a client of O?Reilly) as saying ?a property-tax cap without mandate relief is like running up a credit card debt on a fixed income.? ?Cohen and his extremist allies can try to lie and distort the facts but the truth is only George Latimer has provided tax relief to the people of Westchester,? Senate Democratic spokesman Mike Murphy said in a statement.

The original article?from the Oct. 14, 2010 edition of The Journal News, when Latimer was running for re-election in the Assembly?notes that Latimer said he ?favored sweeping changes in the way education and health care are funded by shifting away from property taxes,? but supports ?tax cap and relief from state mandates? in the shorter term.

Latimer, meanwhile, has found himself on the receiving end of about a dozen direct-mail campaigns within his district, leading him to release a letter last week saying they ?ruthlessly? misrepresent his record and accusing Cohen of spreading ?negative lies.?

As Chair of the County Legislature he lowered taxes by 8% including overseeing the largest property tax cut in County history. He currently has legislation to permanently repeal the MTA Payroll tax, cut over burdensome local mandates and has legislation to continue to lower taxes on the people of Westchester. Cohen and his extremist allies can try to lie and distort the facts but the truth is only George Latimer has provided tax relief to the people of Westchester.?

Cohen spokesman Bill O?Reilly:

Mr. Latimer actually doctors a Journal News quote to suggest that he supported Governor Cuomo?s property tax cap and mandate relief efforts?when he voted against that tax cap and took a walk on Governor Cuomo?s Tier 6 mandate relief bill.

?That?s not even the half it it: Mr. Latimer raised property taxes 46% as a county legislator?more than anyone else running for office in Westchester?yet he incredulously claims in his mail piece that no one has fought to lower taxes more than he. He then suggests he is a leader in the fight against the MTA Payroll Tax?a tax he helped create!

?George Latimer has more than jumped the shark here; he has insulted the integrity of the voters and the democratic process itself. He mailed a piece of literature rife with untruths.?

New color launches in South Korea, as sales figures suggest six percent of the country's population now own a Galaxy S3

It was leaked last week, but now it's official -- the Samsung Galaxy S3 will be launching in South Korea in a new "Martian pink" color. Currently, Samsung plans to make available just 100,000 of the pink S3s across South Korea's three main mobile operators.

On its official Korean blog, the company quoted an official as saying (roughly translated) --

"The Martian pink Galaxy S III is refined and sensuous. With its distinctive style, we expect a great response from the younger generation and women."

Samsung also notes that it's surpassed 3 million Galaxy S3 sales in its home territory, which is all the more impressive considering the country's population of just under 50 million. By our calculations, that makes for approximately six percent of the country's population that owns a Galaxy S3. Internationally, sales of the phone stand at 20 million, and that's expected to rise to 30 million before the end of the year.

Samsung's accustomed to strong sales of its handsets in Korea. Back in January it emerged that some 5 million Galaxy S2 phones had been sold in the country, amounting to 10 percent of the population.

Samsung hasn't announced any plans to launch the new Martian pink S3 outside of South Korea, but given its track record with the pink Galaxy S2 and Galaxy Note, we wouldn't be surprised to see this a Martian pink invasion of Europe taking place in a few months' time.

Lemurs' nose grunts are caller ID

Lemurs may be able to recognise other primate species from the nasal grunts they make, an Italian study has found.

The primates are known to make grunting calls to communicate in dense forests.

Scientists investigating three closely related species found that variations in the shape of their airways were responsible for different calls among the lemurs.

Researchers say this is the first study to link vocal tract shape to call identification in the animal kingdom.

The study is published in the International Journal of Primatology and employed techniques usually used to analyse human voices to interpret how the lemurs made their calls distinctive.

The team from the University of Torino, Italy, studied three related species: the common brown lemur, the red-bellied lemur and the black lemur.

They constructed computer simulations of the effect that resonance in the airways would have on a nasal call, based on measurements taken from frozen specimens.

To test these simulations, they compared them with the noises that living lemurs made when calling through their nose and found them to be sufficiently accurate.

Analysis of the computer models allowed researchers to pick out characteristics of the different sounds made by the three species of lemur, which are part of the same genus and therefore very similar to each other.

The calls were distinguished between one another by their "formants", a term that is usually applied to the vocal tract resonance that makes one human voice sound different from another.

"Formants are the acoustic determinant of many key phonetic distinctions in human languages," said Dr Marco Gamba, lead author of the study.

He explained that formants played a key role in "characterising individual voices" and added that "formants are also key features for recognizing the sex of a human speaker."

The study found that the lemurs' hearing could be expected to pick up the key differences between calls.

"What is very very interesting is that... these differences allow recognition of species within the same genus," said Dr Gamba.

He explained that, as in humans, the length of the lemurs' airways was a "major determinant" of changes in their calls.

"But, at least for nasal sounds, shape of the vocal tract is also extremely important," he added.

Dr Gamba now hopes that the technique the team used will be applied to analyse the vocalisation of animals more widely.

"Vocal tract modelling is unfortunately used almost uniquely in human language research but it is an incredibly powerful tool," he said.

Amanda Knox's ex-boyfriend has no regrets about meeting her

Raphaele Sollecito said he was nervous before his reunion with Amanda Knox, afraid that seeing his ex-girlfriend would bring back the nightmare of the two of them spending four years in an Italian prison, accused of murder.

"I was stuck a little bit. I was nervous," he told Katie Couric today on "Katie," Couric's new show.

Sollecito was afraid Knox would be like a "ghost," that her image would "bring up to me the image of the nightmare" of being in prison.

Speaking in careful English, Sollecito told of how he and Knox were dating for only nine days in Perugia, Italy, when they were both arrested in 2007 for the murder of Knox's English roommate, Meredith Kercher. They were both convicted of the murder and given long prison sentences.

They were freed on appeal in 2011, and Knox quickly left the country. Sollecito and Knox still face an appeal by prosecutors, who want the two resentenced to life in prison.

Sollecito, 27, and Knox, 25, reunited in her hometown of Seattle earlier this year, and his fears of a return to his nightmare quickly dissolved.

"When she hugged me, I realized she was not my ghost, my nightmare," Sollecito told Couric.

Sollecito said the two kept in touch almost weekly during their years in prison, exchanging notes, magazines, books and stories about their families and friends.

They continue to correspond by email and Skype. He said the last time he and Knox Skyped, "She sang a song for me."

Despite the hellish four years of prison and the threat of life in prison, Sollecito said he rejected advice from his father and friends to abandon Knox. And when Couric asked whether he regrets having met Knox, he replied with a firm "No. It was not her fault. It was the fault of the detectives."

A third person, Rudy Guede, was also convicted of Kercher's murder and is serving a 16-year prison term.

Sollecito has written a book titled "Honor Bound, My Journey to Hell and Back With Amanda Knox."

Knox is also under contract for a book that Harper Collins is expected to publish next year.

Sollecito said that he hopes the Kercher family gets answers about their daughter's death because "the truth ... would allow me to move on too."

After struggling in the preseason and Week 1, the replacement referees were close to disastrous on occasion this past weekend. Week 2 saw the replacements make a string of noticeable and time-consuming errors, including blown and reversed calls, poor management of games where player tempers spiraled out of control, and misapplication of the rules ? all of which noticeably detracted from the natural rhythm of the game.

The NFL, which experimented with replacement players during the 1987 lockout, had high hopes that fans wouldn?t notice much difference with replacement referees this year. But the comedy of errors Sunday and Monday brought the refereeing lockout to the forefront, raising the reputations ? and bargaining leverage ? of the regular referees.

The question is whether the NFL will care. With the league as popular as ever, some experts say it could take a game-changing blunder or a serious injury to force the NFL to meet the referees' demands.

Still, Week 2 will increase pressure on the NFL. ?These missed calls and concern about the sanctity of the game is the best thing that could have ever happened for the NFL referees,? says Marc Edelman, a sports law professor at Barry University in Miami Shores, Fla. ?The NFL?s position here is that the referees are fungible ? [but the refs' Week 2 performance] substantiates that they?re not replaceable. The greater the deviation is between regulars and replacements, the greater the demand is to pay the regular referees more.?

Monday night was a case in point. It took nearly an hour and a half to get the Atlanta Falcons and the Denver Broncos out of the first quarter. Replay officials reversed three on-field calls in the first 30 minutes of the game. Beyond that, the referees gave a fumble recovery to the Falcons despite the fact that a Bronco came out of the pile with the ball ? leading to an on-field shoving match among the players. At another point, the referees mistakenly gave the Broncos 11 yards for what should have been a five-yard penalty.

Michael McCann, a sports law expert at the University of Vermont, gave the replacements' overall Week 2 effort a C-minus.

3 Reasons why Higher Priced Homes take Longer to Sell

Many, if not most, homes in Preston Hollow and the Park Cities fall in to what is considered the "higher price" range of properties in Dallas. That is $1 million and over. And many of those homes are more challenging when it comes to selling. Homes over $1 million tend to take longer than the average days on market for lower priced homes. Why is that?

1. Smaller pool of prospective buyers. There are fewer people who can afford a $1 million home than can afford a $100,000 home. And these buyers are pickier. In this price range, the property needs to be close to perfect to fetch a good price. When comparing the number of buyers in this price range with the number of homes on the market, there is more competition in the higher price ranges.

2. Financing. It is so much harder to get financing these days - for everyone. It doesn't matter if you're a professional athlete who has just signed a multimillion dollar contract, or an esteemed surgeon recruited by our top hospitals. Issues like your lack of previous work history with the same employer, self-employment status and credit ratings can make financing a home difficult.

3. Unique is harder to sell. Many higher priced home tend to fall into the 'unique' category. Unique can be anything from custom wall treatments to specialty rooms ( like a pet room, cigar room, motorcycle garage,...). People like their own kind of unique - not someone else's idea of unique. A very large home - more than 8,000 square feet - is unique. So is a small home in a neighborhood of larger homes. Sorry, but plain vanilla is just easier to sell.

So what helps you sell a $1+ million property?

Ensure you are reaching your target buyers. These buyers are using a buyer's agent and they are searching on the internet for properties. Many of them are moving to Dallas from out of state. Think about who your buyers are - where they currently live, what they read, ...

Luxury home buyers also work with agents. Those agents need to know your property. Like many businesses, real estate is about relationships and active agents in North Dallas know the other active agents. Make sure your property is listed with a Realtor who has a good relationship with a lot of other agents in several different brokerages.

Yemen leader apologizes to US for embassy attack

SANAA, Yemen (AP) ? Yemen's president has apologized to President Barack Obama for the attack on the U.S. Embassy in Sanaa, the Yemeni capital, by a mob angry over an anti-Islam film.

The U.S. Embassy in Yemen says nobody was harmed in Thursday's assault. "All embassy personnel are safe and accounted for," spokesman Lou Fintor said.

President Abed Rabbo Mansour Hadi also ordered an investigation into the attack. Several hundred protesters stormed the embassy's compound, brought down the U.S. flag in the courtyard, burned it and replaced it with a black, Islamist banner.

Hadi avowed to bring the culprits to justice, saying the attack by a "rowdy crowd" was part of a conspiracy to derail Yemen's close relations with Washington.

Kinsey Institute enlists the help of mobile citizen sex researchers

The team has an app for collecting crowdsourced data, but it's not a surefire solution

Scientific investigations into human sexuality have always been a hazy topic of research. The Kinsey Institute at Indiana University at Bloomington has been leading research for decades, but since its main source of study participants is college students, the results are hardly representative of the general experience. In an effort to remedy that bias, the Kinsey Institute has developed a mobile app aimed at collecting anonymous data about sexual experiences from a wider population.

However, it hasn't been smooth sailing to get the app, called the Kinsey Reporter, into the hands and phones of citizen sex researchers. Indiana University pulled the app temporarily in order to reassess its privacy settings. It was a blow to the project, which had been seeing increased amounts of data submitted. Once the university clears the app, it will be available once again for download on iPhone and Android devices.

An article in Slate noted that even once the app returns to the market, it still will not give a totally unskewed, unbiased view of sexuality. It will still only have submissions from people with the money to buy smartphones and who are interested in sharing their exploits, even anonymously. And the privacy issues may in fact make it difficult to glean any definite scientific insights from the data. There's no way to account for quality control or accuracy of the submissions, which is essential for drawing conclusions.

Despite the roadblocks, the Kinsey Reporter does show a creative approach of attempting to crowdsource data. It will be a challenge for the scientific community to hone its methods of getting accurate information from a broad sample size by mobile technology, but it does hold lots of potential for new research projects.

Banks must curb profit drive - Barclays boss

LONDON (Reuters) - Banks must change their focus on sales commissions and short-term profit and open up to more scrutiny to repair their battered reputations, the man charged with rebuilding trust in British bank Barclays said on Wednesday.

Speaking to MPs at the start of a three-month inquiry into banking standards, David Walker said banks should be forced to disclose how many staff make more than 1 million pounds a year.

But the 72-year-old corporate governance expert, who takes over as chairman of Barclays in November, criticised European proposals to cap bankers' bonuses as "retrograde," and said it was important to recognise that, despite recent failings, the industry was still "a very considerable British success story."

Banks are battling to win back public confidence after their reckless lending led to the 2008 financial markets crisis. Many have also been embroiled in scandals, with Barclays paying a record fine for rigging interbank lending rates.

The Parliamentary Commission on Banking Standards inquiry was launched after Britain's government came under pressure to scrutinise banks more closely. It is expected to call bosses from all top banks as well as regulators, consumer and other interest groups, and make legislative proposals by December 18.

Walker, who authored a 2009 report into corporate governance at banks, said the industry's integrity had been damaged by a race for market share and too much attention on innovation driving short-term profits.

"Making quick returns and keeping abreast of competition overtook old fashioned concerns about integrity," he said.

Walker said he would not have joined Barclays if he didn't think change could happen.

"In the present environment can the cultural changes be accomplished rapidly? Yes, and they have to be," he said, adding he was confident because in the past management boards had not been focused on culture.

STARTING WITH PAY

Changing pay was key to starting that process and he said sales staff should consider the reputational impact on a bank before the profit, echoing comments by new Barclays chief executive Antony Jenkins this week.

Banks should not focus so much on sales commissions, and should be forced to reveal bands of pay for top staff, he said.

In his 2009 governance report, Walker called for disclosures in bands - for staff earning between 1 million and 2.5 million pounds, those earning 2.5 million to 5 million, and then in 5 million increments - but the proposals were not introduced.

"It's very hard for one bank to do that in isolation and I think it's a public policy matter to require that," he told the lawmakers. "I recognise readily that there are concerns about the level of remuneration."

Other firms, like pharmaceuticals and oil companies, should make similar disclosures, he said.

But he warned European proposals to cap bankers' bonuses were only likely drive up fixed salaries.

Britain's financial regulator has told banks they have 18 months to stamp out incentives that encourage mis-selling or face "intrusive" action.

Britain's banks are paying out millions of pounds of compensation to customers mis-sold insurance policies.

So-called "free" banking provided by British banks to current account customers who remain in credit has contributed to the mis-selling scandals, Walker said.

But he added any bank that stopped the offer would suffer compared to rivals, hinting that regulators or government might need to intervene.

Most major cities have public transit system apps for both iPhone and Android. If yours doesn't, apps like Embark, and Google Maps fill the void. All you need to do is type in your current location and destination and you'll be on your way. If you do have questions about transfers, don't be afraid to ask the bus driver or fellow passengers. Chances are someone is heading the same way as you.

The public transit schedule is just half the battle though. The other half is making sure you get to the bus on time. No bus system is perfectly timed, so it's always a good idea to show up a couple minutes early. It's also good to know how long it takes to get from your home (or office) to station or stop. I would chronically underestimate this (It'll take me two minutes to walk there!), so make sure you get it right.

If this is your first time on a transit system in a city, it's also good to do a little research beforehand, or at least pay close attention to each stop. A lot of busses don't announce each stop, and if you're new in a city or travelling it's easy to miss yours when you're not carefully watching each cross street.   • Look out the window with a blank stare to appear crazy.
  • Pretend to be asleep.
  • Put your coat on the seat to make it appear already taken.
  • If all else fails, lie: Say the seat has been taken by someone else.

Digging into to whatever you enjoy, whether it's crossword puzzles, games, podcasts, or books, is a great way to pass the time, and in most cases it helps insulate you from any passengers who might be a little chatty when you're not interested. At Each Stop: Follow Wheaton's Law

It's easy to disappear into your phone when you're on public transportion, but that's no excuse to be a jerk. If you see someone who could use your seat more than you (they're sick, elderly, holding a tons of bags, etc), offer yours if you're able. Slide over to the window seat when the bus is full, and if someone needs a hand, help them out. Don't worry, you can still disappear back into your crossword puzzle when you're done.

Also, remember that people don't want to hear your loud conversation on your cell phone. If you have to make a call, keep it brief and as quiet as you can. If you're lucky, everyone else on the bus will do the same (okay, at least the very least you won't be the loud annoying person).

Giant 'balloon of magma' inflates under Santorini

A new survey suggests that the chamber of molten rock beneath Santorini's volcano expanded 10-20 million cubic metres ? up to 15 times the size of London's Olympic Stadium ? between January 2011 and April 2012.

The growth of this 'balloon' of magma has seen the surface of the island rise 8-14 centimetres during this period, a team led by Oxford University scientists has found. The results come from an expedition, funded by the UK's Natural Environment Research Council, which used satellite radar images and Global Positioning System receivers (GPS) that can detect movements of the Earth's surface of just a few millimetres.

The findings are helping scientists to understand more about the inner workings of the volcano which had its last major explosive eruption 3,600 years ago, burying the islands of Santorini under metres of pumice. However, it still does not provide an answer to the biggest question of all: 'when will the volcano next erupt?'

A report of the research appears in this week's Nature Geoscience.

In January 2011, a series of small earthquakes began beneath the islands of Santorini. Most were so small they could only be detected with sensitive seismometers but it was the first sign of activity beneath the volcano to be detected for 25 years.

Following the earthquakes Michelle Parks, an Oxford University DPhil student, spotted signs of movement of the Earth's surface on Santorini in satellite radar images. Oxford University undergraduate students then helped researchers complete a new survey of the island.

Michelle Parks of Oxford University's Department of Earth Sciences, an author of the paper, said: 'During my field visits to Santorini in 2011, it became apparent that many of the locals were aware of a change in the behaviour of their volcano. The tour guides, who visit the volcano several times a day, would update me on changes in the amount of strong smelling gas being released from the summit, or changes in the colour of the water in some of the bays around the islands. On one particular day in April 2011, two guides told me they had felt an earthquake while they were on the volcano and that the motion of the ground had actually made them jump. Locals working in restaurants on the main island of Thera became aware of the increase in earthquake activity due to the vibration and clinking of glasses in their bars.'

Dr Juliet Biggs of Bristol University, also an author of the paper, said: 'People were obviously aware that something was happening to the volcano, but it wasn't until we saw the changes in the GPS, and the uplift on the radar images that we really knew that molten rock was being injected at such a shallow level beneath the volcano. Many volcanologists study the rocks produced by old eruptions to understand what happened in the past, so it's exciting to use cutting-edge satellite technology to link that to what's going on in the volcanic plumbing system right now.'

Professor David Pyle of Oxford University's Department of Earth Sciences, an author of the paper, said: 'For me, the challenge of this project is to understand how the information on how the volcano is behaving right now can be squared with what we thought we knew about the volcano, based on the studies of both recent and ancient eruptions. There are very few volcanoes where we have such detailed information about their past history.'

The team calculate that the amount of molten rock that has arrived beneath Santorini in the past year is the equivalent of about 10-20 years growth of the volcano. But this does not mean that an eruption is about to happen: in fact the rate of earthquake activity has dropped off in the past few months.

Scarab proves Egyptians were in Tel Aviv

A rare scarab amulet newly unearthed in Tel Aviv reveals the ancient Egyptian presence in this modern Israeli city.

Archaeologists excavating the ancient city of Jaffa, now part of Tel Aviv, have long uncovered evidence of Egyptian influence. Now, researchers have learned that a gateway belonging to an Egyptian fortification in Jaffa was destroyed and rebuilt at least four times. They have also found the scarab, which bears the cartouche of the Egyptian Pharaoh Amenhotep III, who ruled from 1390 to 1353 B.C. Scarabs were common charms in ancient Egypt, representing the journey of the sun across the sky and the cycle of life.?

Jaffa was the site of major trading activity since the second millennium B.C. Excavations in the 1950s uncovered the Egyptian fortification, which dates back to the dynasty of Ramses II between 1279 and 1213 B.C.

Mud brick architecture and household pottery also point to Egyptian influence, according to researchers from Johannes Gutenberg University in Germany and the University of California, Los Angeles, who have been conducting new explorations at the site.

Jaffa has long been a crossroads for international influence. The city is also the site of a rare marble slab from the era of the Crusades. The slab, which dates back 800 years, bears an inscription in unusual Arabic script referring to Holy Roman Emperor Frederick II.

Frederick II led the Sixth Crusade in 1228 in an effort to conquer the Holy Land, and managed to gain the territory through diplomacy instead of violence.
